This meta rule will achieve what you want:

meta     WL_BUT_SPF_FAILED      (USER_IN_WHITELIST && SPF_FAIL)
describe WL_BUT_SPF_FAILED      Whitelisted address failed SPF check
score    WL_BUT_SPF_FAILED      100
