This came up on the users@ list. Numerous files, such as 30_text_de.cf, have:
lang de describe SPF_HELO_PASS SPF: HELO-Name entspricht dem SPF-Datensatz
outside of a ifplugin conditional, and so fail when the plugin isn't loaded.
