In the future, please send issues like this to the users@ list. This is a
usage issue, not a bug, per se.

you apparently tried to run sa-update which didn't complete successfully (no
rule files). You can either
delete this directory and things should work again, or run "sa-update -D" and
figure out what the problem
is (possibly the mirror timed out, etc.)
