What do we need to do to move forward with this and make an official SoC 
project?  I think spamassassin should at least mentor this project, but 
we can host it elsewhere.

As for project hosting, our options are either:
1) Fedora Project... not sure but I'll ask.
2) Sourceforge
3) I can put it on my server.
Could we have a scheduled IRC meeting in order to discuss and come to 
agreement on requirements?
