When using the command "spamassassin --add-addr-to-blacklist=addr", which is
listed in the -h output as "Add addr to persistent address blacklist", one would
expect the address to get a permanent extra score value.

However, in reality the score (rapidly) decreases with each scanned message. 
Initially it is 50, but after a 5 messages from the same source it has decreased
to 8.7 already.
It looks like the blacklist entry is not really "persistent", but is averaged
with the score like an automatic whitelist entry.
