Hrm. Interesting. It looks that the 3_1_0 tag was actually copied from trunk,
after the 3.1 branch was made for some reason:

$ svn log -v --stop-on-copy
http://svn.apache.org/repos/asf/spamassassin/tags/spamassassin_release_3_1_0
------------------------------------------------------------------------
r280742 | jm | 2005-09-13 22:07:18 -0400 (Tue, 13 Sep 2005) | 1 line
Changed paths:
   A /spamassassin/tags/spamassassin_release_3_1_0 (from
/spamassassin/trunk:280741)

creating tag for release 3.1.0
------------------------------------------------------------------------

$ svn log -v --stop-on-copy
http://svn.apache.org/repos/asf/spamassassin/branches/3.1
[...]
------------------------------------------------------------------------
r224560 | quinlan | 2005-07-23 18:16:55 -0400 (Sat, 23 Jul 2005) | 1 line
Changed paths:
   A /spamassassin/branches/3.1 (from /spamassassin/trunk:224559)

creating branch for 3.1
------------------------------------------------------------------------

which explains why the version displayed by the tag is 3.2:
$ ./spamassassin.raw --version
SpamAssassin version 3.2.0-r232569
  running on Perl version 5.8.6
