The heading for this section used to read "Notes for users upgrading to 3.0.x"
but was changed sometime between 3.1.0 and 3.1.3. However, the change doesn't
make sense; the notes are for people upgrading to the current version from 2.x
(in practice, 2.6x, since there are notes for older versions still further
down).
Some of the text refers to 3.0.x but should be updated, possibly with additional
changes to reflect how things have changed between 3.0.x and 3.1.x. Based on a
summaric review, I would remove the paragraph with the first reference to
ttp://wiki.apache.org/spamassassin/UpgradeTo300 and replace the rest with 3.x
where you currently have 3.0.0. Some of the sections would need to be reviewed
for accuracy, still.
