The spamd protocol should allow users to specify a preferred language.
Right now it's derived from environment of user running spamd, and can
be a wrong choice for clients on multi-user systems.

How about an (optional) Accept-Language header field and corresponding
user_prefs option preferred_languages, listing ISO country codes in order
of preference?

Defaults: first config option, then environment; both in spamd and spamc.
