SUBJECT_ENCODED_TWICE can be spuriously attributed by spamassassin, in the case
that the subject can't hold on a single 78 characters line:
Subject: àçé"'j &lké"j' &çàé" jàçj fçà&çà 'çà&é"'àç&é"j 'àç&éj" 'çà&é j"'àç&jé
"çà'&j é"àç'&j éçà"'j é&àç"j' &àçé"j'àç&éj" 'àç&éj" 'àç&éj"àç'&jé"ç'
would be encoded by mutt into
Subject: =?iso-8859-1?B?4OfpIidqICZsa+kiaicgJufg?=
