now implemented.
you can see it working -- rules using rulesrc/sandbox/felicity/ImageInfo.pm ,
such as the excellent DC_GIF_MULTI_LARGO , are now being sent to 70_sandbox.cf
instead of 72_active.cf because they use sandbox plugins :( any chance we can
move that into rulesrc/core, or even lib/Mail/SpamAssassin/Plugin? it's a great
set of rules...
