A Google search revealed that the files spam.html and addspamfilter.html are
part of a popular web configuration tool named CPanel that is used by many
hosting ISPs, and that it does seem to have a link to enable the deleting of
mail that SpamAssassin marks as spam. In the screenshots I found I did not see
off hand any corresponding option to turn off the deletion.

If your hosting company is using CPanel to allow their customers to configure
things, they should do whatever they have to in order to learn how their
customers are supposed to turn off that option in CPanel once it is turned on.

In any case, those html files and that functionality are not part of the
SpamAssassin configuration, and nothing that you do with the SpamAssassin
configuration will change the behavior that you are seeing.
