Implemented in r476035. Myself, I'd prefer that the core rules all had ifplugin lines. Past the immediate clean up work (which I volunteer to do) I'm not clear on what the ongoing maintenance issue is. As for the meta dependency warnings, I think we all agree that the info is annoying.
