Ok, so with "report_safe 0", things work fine.  "report_safe 1" creates a new
header and only copies one of the subjects over, which is properly marked up.

our generated header only has 1, so this is fine.  the "report_safe 0" version
just marks up what's there.  SA isn't a "make it rfc compliant" tool for
messages. :)
