I don't know if this is what you're seeing, but it's quite possible for 
GIFs not to have a global colour table.  In this case the colour mappings 
are stored in per-image colour tables.  I can look out the specs again if 
you want (I last read them to verify the libgif patches for FuzzyOCR).
