I understand that combining high false-positive rate rules has not been a
problem before, as they are not common among well-written spam rules. However,
your comment made me think that, after we finish the phishing plugin, we could
use it to combine user-defined spam rules besides phish rules. I am guessing
user-defined rules will have a tendency to have high false positive rate.

We'd really like to contribute the plugin to the core distribution too.
