build/mkrules was using the generated scores... the generated scores aren't
always in sync with the active.list file (the scores are generated after that
file is checked in, so there's always at least one revision where they're out of
sync)... get the right combination of rules dropping in and out of the
active.list and you get meta dependency issues.
