This is a good idea. Right now, we generate "spamassassin" debs and rpms. We really need a way to have a "spamassassin-rules" deb or rpm that can be installed using the normal package manager. In order to generate such a package, we need a nice way to just populate the rules directories with a bunch of rulesets. In order to keep it repeatable, we really don't want to run "sa-update" each time because who knows which version of the rules we'll get?
