Yes, this shouldn't be warned about if Mail::SPF is installed.

This one is different (it's telling you the dependency and the SA plugin that
requires it is obsolete).  If you want to use the DomainKeys plugin you still
need Mail::DomainKeys (and the current warning isn't clear about that either).

How about we consider dropping the DomainKeys plugin in 3.3.0?
