Just to clarify: It's not ignoring .jpg (which would be a file extension) and
actually not even looking at it. It's not recognizing the (invalid) MIME type
image/jpg.

Looks to me like the sub-rule has been written specifically with MUAs at that
time and their capability of displaying images. Also limiting to valid MIME
types, rather than image/*. Which might be used to sneak around that sub-rule.
;)

Given the sub-rules name, I'd actually rather propose a real *any* variant.

  mimeheader __ANY_IMAGE_ATTACH  Content-Type =~ m~image/\w~
