With the current plans to publish rule updates "live" from trunk, I keep
thinking of scenarios where we could be working on some new feature in trunk,
and a new feature or eval rule added to an existing plugin will cause lint
errors and update failures.
Just in case this arises, let's be proactive and add a way to conditionalize
based on SVN revision. simply using version numbers is now unsafe as this may
happen between releases.
