Whether a mail is considered spam is entirely on the recipient's
discretion. Not the sender's.

I don't agree it is off topic. I think any discussion of possible ways to block spam is on topic. Even if the idea turns out to be not workable generally you have to have 5 bad ideas for every good idea. And a bad idea might get someone thinking who comes up with a better idea. I personally am always looking for the next good idea so I want to encourage anyone who even thinks they might have the next solution to blocking spam., or passing ham.
