For the record, I incorrectly believed that enabling the Shortcircuit plugin would, by default, short circuit on rules such as all_spam_to, whitelist_to, etc. Apparently my copy of local.cf was around before the Shortcircuit plugin was invented so it did not contain the relevant comments included in the modern local.cf. Perusal of that file showed me that I had to manually enable short circuiting of specific rules.
