These two rules are virtually the same, except that SUBJ_ILLEGAL_CHARS is
implemented by an eval function, and includes an odd exception. I suggest
removing SUBJ_ILLEGAL_CHARS.  I don't think it's necessary, but if need be the
exception is easily added to __SUBJECT_NEEDS_MIME. 
I also think the scores are much too high, but that may be due to a skewed
mass-check?
