If the regional authority rule is coded into Spam Assassin then small
businesses that need it would be able to use it more easily.  Those that don't
want to use it could ignore it.

When I engage in open source projects I use my personal email on another
server, not my work email through my work server.  I'm probably the only person
in the building who knows RIPE from a banana and nobody on the work server will
ever be sent a legitimate email from anywhere outside of the US.

By allowing admins to set a score by originating region it becomes globally
useful - there are undoubtedly many people/businesses in APNIC who are tired of
dealing with 100% spam rates from RIPE and vice-versa.  And the ability to even
add just an extra point or two to the score would make it easier to catch more
of the obvious spam from those areas.... if I didn't go for a complete block
then I'd at least be more suspicious of something coming from RIPE/APNIC so by
assigning an extra point and a half to those areas would make those senders be
extra careful about what they send.
