using trunk FH_FROMEML_NOTLD hitting on all msgs

[Yet Another Ninja]

running a test box using SA TRUNK I'm seeing all msgs being hit by 
FH_FROMEML_NOTLD

(sandbox/emailed/00_FVGT_File001.cf)
can somebody else confirm this is ok?
(or is it my glue doing weird stuff)

This rule is being pushed via

10_force_active.cf
publish FH_FROMEML_NOTLD
