A local DNSBL *is* the way to go with something like that. There is no excuse for something shy of 64k uri rules. Even less so, using domain names but failing to bound the REs even minimally. It will bog down your box. 7.8 MB, 190k lines, 60+ uri rules. Oh yeah, BigEvil comes to mind.
