The lack of anything resembling a name on the left side of the email address you use here makes it hard for me to remember who you are. Only committers get votes. 3 votes are required to commit a patch to a stable branch (currently 3.3). If a patch author is a committer, he generally is assumed to be voting +1. I'm actually not clear on what the requirement is for a patch from a non-committer to get into trunk (currently 3.4.0).
