This causes about 300% increase in query volume, as noted in
https://issues.apache.org/SpamAssassin/show_bug.cgi?id=6048#c23 et al.

If the message would be returned by the DNSxL (as TXT record), that would
assume the DNSxLs are only serving SA users. 

The SA-specific link can appear if it is generated by SA (eg as a result of
detecting a "blocked" return value).

That is basically the idea behind bug 6668 which was for some reason not
pursued further.
