AXB and I discussed this. This rule is not an indicator of spam. It's an indicator of a redirector. Change the description to describe DBL_REDIR INFO:Contains URL shortener and hopefully some other people can use this in Meta's to try and build on it. By itself, this rule isn't worthy of scoring but some admins may want to score it higher if they despise redirectors.
