Updating the UPGRADE file was missed for the prep work for 3.4. I am noting
the build/README of this fact but would appreciate it if someone could look at
the 3.4.0 announcement to see if anything needs to be placed in README or
UPGRADE.
If needed, make sure to commit to 3.4 branch and trunk.
