I have been working on a similar Redis backed stateful IP and host based reputation system with IPTables integration and blacklist notification on and off over the past couple of weeks, and plan to open source it on 3.14.2014. I'll post a link then, and you are more than welcome to either contribute, provide feedback, or appropriate any of the code to be integrated into an AWL upgrade.
Incidentally its called SpamAssassin::Plugin::IPFilter and I hopped on this list hoping to get feedback on the name as opposed to something like SpamAssassin::Plugin::Samurai.
