I believe rbl_timeout's t_min will only apply to asyncLookup if a zone is
specified.

Do you see "async: applying by_zone settings for" in the debug output?

Replicating or debugging this is impossible without debug output and I don't
mean line by line.  

Best I can tell, this remains a feature request not a bug and if it is a bug,
it's an obscure one at best predicated by non-working DNS.
