We produce rules that are typically backwards compatible with version
and plugin if statements as needed.  So technically, the rules are in
trunk only and processed from there.

I think there is some clean-up needed and it could be done as part of
the ruleqa/masscheck cleanup and the creation of the 4.0 branch.
