This issue is a tracker for any tasks that are remaining for the 4.0.0 release.
At the time this is written, we need someone to write the overview of changes
and upgrade notes that will go into a file build/announcements/4.0.0.txt
similar to what we have in other files in that directory.
Please add any other tasks that you see as pending as comments to this issue
and/or as bugzilla issue dependencies.
