patch to make default for *_fork options 0 on Windows
The discussion in bug 8044 indicates that the forking option for plugins like
pyzor and razor2 may be problematic on Windows. We should make the default
setting for these to be 0 when running on Windows, and include that fact in the
perldoc for the options.
This bug is being opened to split the issue off from the multi-topic discussion
in bug 8044 so the attached patch can be voted on for the 4.0.0 release.
