When rules are included from user_prefs file, they are read only at first scan
when using spamc/spamd. Next time this message is displayed:

After this message local configuration is skipped, not tested and not used.
Looks like spamd drops local user rules after each scan, which is fine, but
it's not fine that rules are not loaded next time. First scan with scanc works
well, next scans ignores all user files included from user_prefs.
