Closing as "WONTFIX" because the larger dilemma of spam correlating to various
TLDs is a real problem without a great solution. The correlation is practically
useful for SA, but it unpleasantly surprises people who very likely never knew
to think about spam correlations when picking a domain name. 


I'm retaining the monitoring rules so that we have ongoing QA data on
individual TLDs and John Hardin has returned .xyz to the suspicious TLD lists
as there have been requests for that from the user community and the monitoring
rule show increased S/O ratio.
