Remove libdbd-sqlite2-perl from
.github/actions/setup_ubuntu_for_sa_test/action.yml
GitHub switched the image "ubuntu-latest" to Ubuntu 24.04 in October. Ubuntu
24.04 does no longer provide the package libdbd-sqlite2-perl. The package is
not needed and can be removed from the GitHub Actions.
