Our RuleQA process disagrees with it. SA scores are based on RuleQA, NOT THEORY. This is not a bug. If you want softfails to be less correlated to spam than hardfails you will need to get spammers and legitimate senders to behave differently in a manner that is detectable in the scan results we collect from cooperating users. OR you can set your local scores however you like to suit your local circumstances and policies. Note that both rules may be used in meta-rules including those provided by 3rd parties (e.g. the KAM update channel) so it may be the case that some or even most messages hitting one of the rules will hit others which are related.
