commit r1937171 modified rules/v402.pre to enable Rediredirectors plugin, which
looks like a mistaken commit of the state of the testing environment that had
nothing to do with that commit.
The effect is that new installations (i.e., into an environment that does not
already have an installation with a v402.pre file) would get the wrong default,
which is supposed to be one that does not make the external HTTP requests
testing redirector URLs.
Changing it now, before the next release, should fix it, with only people who
have installed from trunk on a new system between 16 August and when this fix
is committed will have to check their v402.pre to ensure it is set the way they
actually want it.
