I think reduceByKeyToDriver is a better name and developer could easily
figure out the behavior of this operation. Instead, reduceByKeyLocally is a
little bit confusing, it looks like we only do reduceByKey on each machine and
return a RDD. However, it actually sends a Map to driver. I feel we should
deprecate reduceByKeyLocally instead, my two cents.
