Hi, I've noticed a bug where the master can double-register workers. I've got a patch for it, but my patch has some conflicts w/ an open PR (the whiltelist+spreadout one), so instead I modified on top of that, and created a PR to our fork:

Since its a bug fix, I'd like to get discussion going on it even though it can't be merged until the other PR is merged. Also, if you think there is any hesitation on the other PR, I can instead apply the fix to master, and then just update the other PR later. thanks imran
