Description: Similar to the command line support ticket, make sure we can
have more configs posted from the job creation API. These additional configs
should also be sent back in the job JSON when user requests to create a a job
from the corresponding link Ids. The majority of the work is testing and making
sure there are unit tests to handle the list of configs use case for FromJob
and ToJob (was: on the Job post request, another incremental-predicate field
will be posted. We will use the same semantics as in the command line tool to
parse this and kick of a incremental job run. )
