[~jarcec], thanks for the comment.
The patch is updated with the following changes:
1. Improve the @Infrastructure to support the argument when create the instance
of InfrastructureProvider.
2. Remove the method scope for the @Infrastructur, this annotation should be
work for class only.
3. For restart the minicluster, this method can be added in the future if
neccessary.
