For a non-code related changes that are release specific (checking license
file, updating change log), if the release manager is a committer, then there
is no need to review those patches before committing and the release manager
can commit them directly. This is fine, because PMC have to check those files
as part of a voting on RCs and hence the review will actually happen just later
in the cycle.
