Maybe you're hitting https://issues.apache.org/jira/browse/STORM-742 since now 
ShellBolt doesn't treat any messages to heartbeat. It only treats "sync" to 
heartbeat, so it couldn't be in time when process latency of subprocess is 
getting higher.
