[STORM-2685] Calculate and update taskNetworkDistance in WorkerState

Preparing for LocalityAwareShuffleGrouping.
Update taskNetworkDistance periodically. Next step is to populate the
taskNetworkDistance to WorkerTopologyContext so that Grouping can access to it.
