I'm +1 to combine LoadAwareShuffleGrouping and LocalityAwareShuffleGrouping
(deciding weights between load and locality may become important and require
another efforts), and I feel low hanging fruits (optimizations) could be
addressed in the middle of combining twos. New form of LoadAwareShuffleGrouping
(#2261) already handled such optimizations.
