I am not sure which one of the following we should choose for the copyright
info:
1) "Copyright © 2021"
2) "Copyright © 2013-2021"
2013 is when storm entered apache incubator
3) "Copyright © 2014-2021"
2014 is when storm became a top-level project
4) "Copyright © 2012-2021"
2012 is (possibly) the oldest content on the website.
(https://storm.apache.org/2012/08/02/storm080-released.html). But it
was still "backtype storm" instead of "apache storm".
This PR changes 2019 to 2021 (for now)
