This makes sense to be in Storm core since it's simple and there will be many
external implementations (e.g. Kestrel, Kafka, etc.)

working on and would like to contribute it, along with implementations for JMS,
AMQP (RabbitMQ) and Redis Pub/Sub. I would suggest following interfaces for the
queueing system:
